Muscatine Uncut: Kelcey Brackett
At-large city councilman Kelcey Brackett has traveled an intriguing path on to the city council and throughout his life, going from the military to IT working for one of the first Internet companies in Muscatine, and onto the council using a low-budget, high-impact technique of drawing the vote. We talk to him about the city, the council, new technologies and his life.
